La Spezia Container Terminal: Council of State confirms the legitimacy of the tender for the New Ravano Terminal
The transparency and correctness of the procedure have been confirmed, marking a decisive step towards the start of construction of the new terminal.
With its ruling of 27 November 2025, the Council of State definitively rejected the appeal filed by FINCOSIT S.r.l. and the other companies of the consortium ranked second, confirming Regional Administrative Court of Liguria judgment no. 982/2025 and the full legitimacy of the tender procedure for the construction of the new terminal (Ravano Wharf) in the Port of La Spezia.
The decision of the Supreme administrative court acknowledged the soundness of the legal and technical framework adopted by La Spezia Container Terminal S.p.A. and by the successful bidder, particularly with regard to the tender specifications and the economic and financial requirements imposed on competitors. All objections raised by the appellant were dismissed, thereby consolidating the validity of the award procedure.

The ruling brings the administrative dispute to a close and removes the final legal obstacle to the start of the operational phase for the development of a strategic infrastructure for the Port of La Spezia and for the national logistics system, further strengthening the role of La Spezia Container Terminal as a leading gateway hub in the Mediterranean.
